Adecco's client, a mega Oil & Gas industry is looking for a potential candidate to work in their refinery in Thanh Hoa, Vietnam.
Job Responsibilities
Learning Leader is responsible for the following tasks:
- Assessing the root causes and learning’s from Process Safety incidents to determine appropriate actions and the need for lateral learning.
- Support to develop the preventive and mitigation actions including analogical scopes and services.
- Plan and lead the initiatives to enhance the engineers/operators’ capabilities on risk identification and mitigations.
- Provide advice and guidance to Refinery Operations on the appropriate risk mitigation measures required for operational and integrity related Technical/Process Safety issues.
- Provide guidance, development, and lateral learning to Process, Project Engineers and HSE staff.
- Participate in Reviews and Audits to facilitate lateral learning and ensure gaps in the systems are addressed.
- Other tasks assigned by Process Safety Manager and Division Manager
Experience requirements
- Min 10+ years of experience in process safety management and/or process. engineering and /or technical safety/ project engineering in Oil Refinery/ Petrochemical Plant or equivalent and 3 to 5-year experience in similar role.
- Must have working experience in Process Engineering or Technical safety/Project engineering.
- Proved experience in Incident Investigation
- Excellent knowledge of Investigation techniques
- Experience in refinery operation or maintenance is an advantage.
- Working knowledge of Process Safety Management (PSM) / Risk Management Plan (RMP) regulations and work processes.
- Experience in Management of Change (MOC), Process Hazard Analysis (PHA) required.
- Exceptional knowledge of the operation principles on the process and utility plants and associated equipment, processes, and systems.
Skills:
- Strong HAZOP analysis skill
- Specialized skills to develop the corrective actions and lessons learnt from the incidents and troubles.
- Able to facilitate Technical safety Engineering workshops. These may include HAZID, Bowties, ALARP, SIMOPs, and Facility Layout and Siting. Knowledge of HAZOP, LOPA and SIL classification.
- Ability to teach skills to freshmen and exhibit patience.
- Strong facilitation, listening and conflict resolution skills.
Education requirements
- Bachelor's degree or higher education in Chemical engineering/ Petroleum Engineering Technical Safety Engineering or other technical/ engineering fields.
